일본평화위원회는 평택미군기지 확장저지 범국민대책 위원회 여러분께 진심으로 연대 메시지를 드리겠습니다. 미군 재편계획에 의한 기지강화를 반대하여 주민들과 함께 운동을 벌이는 저희들은 여러분의 단호한 투쟁에 진심으로 공감과 연대를 느끼고 있습니다. 주민생활과 권리, 일한양국과 아시아의 평화를 지키기 위하여 서로 손을 잡으면서 나아갑시다.
평택기지 확장은 주민의 생존권 침해입니다. 한반도와 동북아시아의 평화를 위협하는 이 계획의 철회를 요구하는 여러분의 소리야말로 정의가 있습니다. 반대주민들의 주책을 강제철거할 계획을 중단할 것, 한미 양국정부가 확장계획의 재검토를 교섭할 것 등을 요구하는 여러분의 투쟁에 연대를 표명하겠습니다.
광범한 시민단체를 결집하는 평택미군기지 확장저지 범국민대책위원회는 미군기지 확장의 위험성과 부당성을 알리고 국내외에서의 반대여론을 구축하는데 큰 역할을 다해 오셨습니다. 저희들은 여러분께서 벌써 확인하고 계시는 듯이 광범한 국민적 연대와 운동으로 기지 확장을 철회하게 하려는 방침을 관철하셔서 투쟁을 승리에 이끌어 가시길 진심으로 빕니다.
일본에서는 미군기지 강화와 신기지 건설에 대한 지방자치단체와 주민들과 함께 반대운동을 적극적으로 전개하고 있습니다. 제일 미군기지의 75%가 집중하는 오키나와에서는 신기지건설계획을 주민의 70%가 반대하고 있습니다. 히로시마에 인접되는 이와쿠니기지 강화계획에 대해서는 주민투표에서 시민의 50% 이상이 반대하였고 시장도 반대하는 입장을 관철하고 있습니다. 원자력항공모함 배비계획이 있는 요코스카에서는 7월 9일에 3만 명이 반대집회를 열며 그 여부를 묻는 주민투표 운동을 마련하고 있습니다.
지금 전개되고 있는 세계적 규모의 미군재편 강화는 지구상 어느 지역에서도 미군이 신속히 선제공격을 할 수 있는 태세를 동맹국을 끌어넣으면서 취하자는 것입니다. 일한 양국의 운동이 이 계획을 같이 반대하는 것은 아시아와 세계의 평화에 있어서 큰 의의가 있습니다.
저희들은 수상의 야스쿠니 참배를 비롯한 일본군국주의 침략전쟁의 미화를 엄히 비판하고 있습니다. 그리고 침략전쟁을 반성해서 전쟁을 포기하고 무력을 보유하지 않는 것을 규정한 일본국 헌법 제9조를 지키는 국민적인 운동도 발전해 오고 있습니다. 침략전쟁에 대한 명백한 태도는 오늘에 아시아의 평화적 공존에 있어서 중요한 뿐만 아니라 제2차 세계대전 후 일본의 평화운동의 핵심이게도 합니다.
여러분께서 평화행진을 성공하셔서 미군기지 확장을 반대하여 아시아 평화를 원하는 일한 양국의 운동에서 연대와 협력이 더욱 더 발전활 것을 진심으로 빕니다.

Solidarity Message for a Great Peace Demonstration on 24 September

The Japan Peace Committee heartily sends a solidarity message for a Great Peace Demonstration on 24 September in opposition to U.S. base expansion in Pyeongtaek. Promoting the movement involving the whole residents against the strengthening of bases under the program of realignment of U.S. Armed Forces, we feel strong sympathy and solidarity for your unyielding struggle. Let’s advance together hand in hand in order to protect the life and right of residents, and peace both in Japan and in South Korea, and in Asia.
The cause just belongs to your voice which demands the stop of base expansion in Pyeongtaek because it is an invasion of the residents’ right to live and a menace to peace in the Korean Peninsula and in Northeastern Asia. We support your demand that seeks the interruption of the forced eviction plan of houses where opposing residents live, and the re-negotiation between the governments of South Korea and U.S. to reexamine the plan of U.S. base expansion in Pyeongtaek.
The Pan-S. Korea Solution Committee against U.S. Base Expansion in Pyeongtaek comprised of many civil member organizations has been playing an important role so as to inform of the danger and injustice of U.S. base expansion and build up the public opinion against it in South Korea and abroad. We strongly hope that you will lead your struggle to the victory by carrying through the policy to withdraw the base expansion based on the nationwide solidarity and non-violent movement as you have already confirmed.
In Japan, the nationwide protest movement against the strengthening of U.S. bases and the construction of a new U.S. base is being developed involving the whole municipality and its residents. In Okinawa Prefecture where 75% of U.S. bases in Japan are concentrated, 70% of the citizen opposes the construction plan of a new U.S. base. Concerning the strengthening plan of Base Iwakuni adjacent to Hiroshima Prefecture, the majority of the citizen opposes it by a referendum, and the mayor also carries through a view point opposite to it. In Yokosuka where a U.S. nuclear-powered aircraft carrier will be deployed, a rally with 30,000 participants was held on 9 July, and people are promoting the movement for a referendum to ask the yes and no of the plan.
The realignment and strengthening of U.S. Armed Forces which is being promoted now on the world level aims at building up the formation which enables U.S. Forces based on its allied nations to wage preemptive attacks anywhere on the earth. The movement against this plan both in Japan and in South Korea is greatly significant for peace in Asia and in the world.
We criticize severely the glorification of the war of aggression caused by Japanese militarism, including the Prime Minister’s visits to Yasukuni Shrine. And the nationwide movement to protect the Article 9 of the Constitution that renounces war and prohibits the possession of armed forces is also developing. The clear attitude to the war of aggression is important not only for the peaceful co-existence in Asia today, but also the core of the peace movement in post-war Japan.
We hope from the bottom of heart that your peace demonstration will succeed and that the solidarity and cooperation in the movement between the two nations, Japan and South Korea, will further develop.
